Fadlullah's Fatwa regarding violating the traffic
signals:
It is obligatory to observe the traffic laws and it
is permissible to punish the lawbreakers
The Religious Authority, Sayyed Muhammad Hussein Fadlullah, issued
a fatwa in which he deemed it obligatory to observe the public traffic
laws, considering that the concerned authorities have the right to
impose fines on those who break traffic laws and violate public order.
H.E. answered some questions regarding ignoring traffic signals and
violating traffic laws…. He said:
"People should abide by the public traffic law and other laws for
the sake of saving their lives and properties. And it is impermissible
to ignore the instructions that are drawn for maintaining safety,
unless in few strictly defined exceptions, such as taking a patient in
a critical condition to be hospitalized, while observing the public
safety. We confirm that violating the public order in non- emergency
cases, is considered a religious sin and a disobedience to the Sharia.
Hence, those who break the laws should hold all the religious
responsibilities that may result from committing aggression against
people, money and public security. The concerned authorities have the
right to punish the lawbreakers including setting fines to impose the
order in a strict manner."
