The Juristic Office of the Institution of His Eminence, the late Religious Authority, Sayyed Muhammad Hussein Fadlallah (ra) issued a statement concerning the beginning of the month of Safar1441 H. Following is the text of the statement:
The new crescent (central conjunction) for the month of Safar 1441H.will be born on Saturday September 28, at 18:26 (GMT), that is21:26, Beirut time.
On Saturday evening, the new crescentcannot be seen by the naked or thearmed eye in any region of the world, except certain regions thatwe do not share a part of the night with as shown in the figure1.This means that Sunday isthe 30thday of the month of Muharram.
On the eve ofSunday,the crescent can be sighted, as shown in figure 2,as follows:
1- Sighting is impossible in the regions colored in red, since the moon sets before the sunset or the central conjunction occurs after sunset.
2 -Sighting is only possible by telescope in the regions colored in blue.
3 -Sighting is possible by telescope in the regions colored in pink. It is also possible to be seen by an experienced person if the weather is clear.
4 - Sighting is possible by the naked eye in the regions colored in green.
Therefore, Monday,30-9-2019 ,is the first of the month of Safar 1441H. in the regions that do not share a part of the nightwith the regions where the moon can be sighted, while Sunday,29-9,2019 is the first of the month of Safar in the regions that shares a part of the night with the sighting regions, as for the western coast of the united states,according to the jurisprudential opinion of His Eminence, the late Religious Authority, Sayyed Muhammad Hussein Fadlallah (ra) who deems it enough to sight the crescent, whether by the naked eye or by the aid of telescopes, in any region that shares a part of the night with the regions of sighting.
