Q: What is the ruling regarding the marriage of a Muslim man to a woman from the People of the Book in a civil court only; knowing that he does not believe in many of the Islamic doctrines? Is it permissible to congratulate him? 

A: The form of the civil marriage contract may be in conformity with the Shariah (Islamic law), and it is permissible to marry a woman from the People of the Book. Even if his marriage is not legitimate, you should not boycott him if this boycotting does not prevent him from doing wrong. However, he should not be congratulated if he committed prohibited things.
