Q: is it permissible to get married to a female who does not wear a veil, Hijab, hoping that one day she might embrace it?

A: in theory, it is permissible. However, experiences have proved that one who does not already wear Hijab before marriage finds it hard to commit herself to it after marriage. Yet, the matter remains relative as some ladies would adhere to their word and wear Hijab while others will not. Thus, one needs to take each case as an individual case.
